As far as I know, there are actually some discussions about this issue in 
the upstream Wayland community, but there is a lot of divergence of opinions 
between compositor developers whether this should be allowed at all (GNOME 
in particular is against this and several other advanced features that users 
know from X11 and want) and if yes, how exactly the API should look like.

Of course, having a protocol would not instantly make this work for you. The 
protocol will have to be implemented both by kwin-wayland and by the toolkit 
your application uses. Which also means that the application will have to be 
ported to the latest major version of the toolkit (e.g., Qt 6), because this 
is a new feature and as such will likely never be backported to legacy 
toolkit versions (such as Qt 5). Though at least for Konsole, that last part 
should not be an issue.

That one is also reportedly being worked on, but it is a particularly big 
mess (i.e., probably requires more than one new Wayland protocol to solve 
completely), so I do not expect this to be solved completely any time soon. 
(The fact that the upstream bug was opened back in 2021 indeed gives you an 
idea.) As I understand it, Plasma 6.0 will have no support at all for this, 
Plasma 6.1 will remember the applications, but neither will KWin (or the 
applications themselves, but then see also your other issue) remember their 
window geometry nor will the applications remember their state. As far as I 
know, there is at this time no Wayland protocol to tell applications to save 
their state. A more complete session save/restore implementation is expected 
by upstream KDE developers only for around 2025.


There are also more X11 features of this type that are not currently 
implemented in Wayland.
