The default chosen is unrelated to the use of GConf technology; I think
if it was included in Fedora it would default to on.
It should be providing strong hints to the user like a sharing icon
emblem and things like that. Just so that its obvious most of the time
J5 walked over to my room and we chatted about this a bit; perhaps the
first time you drop a file in there it should show a warning dialog
saying that files in there are truly public.
Auto enabling on demand with a dialog explaining it a short manner (help
for more details) unless administrator restricts it seems to be a good
thing to do too
