I agree with you here. The only point (though important imho) I want to make is that provenpackagers should not "circumvent" the package maintainer by default - even though I can imagine it is way faster just to push your change.

The main idea is that "everyone plays by the same rules" except for some special situations:
- pre-announced mass changes
- urgent fixes and maintainer does not react immediately
