It's *not* a chicken and egg problem.

DoH (the protocol) got standardised by the IETF. That means it had at
least two separate implementations.

DoH DHCP/RA options were NOT standardised by the IETF. That means that
while there were enough stackeholders DoH-side to work on the protocol,
they were NOT willing to work or agree on a management layer (and at
least two of them, Mozilla and Google, have and are releasing systems
and applicances, not just browsers, so it’s not as if they don’t know
about the non-browser layer).

Trying to open and standardise DoH without the by-in and involvment of
its main stakeholders is an exercise in futility. If you think that can
work, find us an app that actually produces and consumes Office Open
XML documents (the strict 2006 ECMA-376 standard, not all the non-
interoperable approximations out there).
