I don't have a strong preference about 20:00 UTC vs 23:59 UTC. Moving it 4 hours earlier would obviously be a slightly bigger schedule change. Above all, I'd just like to fix the schedule confusion and moving it one minute earlier would be an easy fix for that. Let's just make sure we do the easy fix if we can't get a consensus on the larger 4-hour change.
