But wouldn't 24:00/23:59 be even better than 18:00? And changing from 00:00 
to 24:00 wouldn't even require changing the actual time (as changing to 
18:00 does), just the way it is announced.

Well, that one is really a different issue, that there is an announcement 
when the freeze has happened, but no reminder before it happens. Changing 
the time of the freeze won't really fix this, sending one or more reminder 
mails before the freeze time would. But of course there's also a tradeoff in 
that the reminders should not become spam.
