Would it be possible to show that information in the web interface?
Explain what effects the various privileges have, and what effects they
don't have, so that co-maintainers can predict whether they will notice
when bugs are reported.

I'm surprised to learn that I won't notice bug reports to packages I co-
maintain. I've been assuming that "commit" implied "watchbugzilla" and
"watchcommits", because I thought that made sense. Apparently you also
thought so originally.

I see a link to documentation for sysadmins and developers, but in a few
minutes of searching I didn't find any explanations of the privileges
there. I don't see anything that explains the web interface to users.
