This is a truly awful experiance from POV of a Fedora user filing

We've set a silent trap for them with no warning of the fact that their

One lesson I have learnt in Fedora, is that filing bugs reports
against packages owned by certain people equals to sending bugs to
/dev/null.
IMHO, Fedora should consider to take disciplinary measures against
these people.
And get less packagers?
Yes, why not? A non-responsive maintainer, who is systematically not
processing the bugs having been filed against his packages in RHBZ is
cheating himself, Fedora's users and the Fedora project. He is not doing
his Fedora job.
To cut a long story short: Such a person is harmful to everyone being
involved and therefore should be facing sanctions.
It would be useful if package co-owners would automatically get added to
the bugzilla bug, instead of only the package owner. Most packages don't
have dedicated aliases for that.
Urgh? I thought this was the case?
