No. I engage the person in question, and in the event of an unresolvable dispute, I go to FESCO. The person may point to their SIGs enhanced guidelines, but unless they get FPC to add them to the general guidelines, then they're optional. My point in this example is not to imply that the various guidelines are the law, but to show that unless I missed a rather major announcement, FESCO has authority superior to that of any SIG. Nor is the point of my example to denigrate the expertise gathered in many SIGs. I get that, there are tons.
