For one thing, not supporting symlinks would break the OSTree model for atomic upgrades (/boot/loader -> /boot/loader.[01]).

It would be possible to fix this by pushing the atomic upgrades "protocol" down to the bootloader level, but I'd prefer to avoid patching all of the bootloaders.
