Why don't we suppose that review request reporter is the main package
maintainer? In this case there would be only a need to write
additional co-maintainers.
That isn't always a safe assumption.

Yes, this process sucks, but don't worry too much. We will eventually
get rid of this entirely as part of the PackageDatabase project. Please
help the Infrastructure team with that project.
