Nope. It is not perfect. you have only turned on global writable address book
flag. If you follow first suggestion, then admin should see two address books
(Personal and Global) with same data. But he should be able to modify only
personal address book. If personal admin's address book is modified, changes are
also applied to global one.

If your (as admin) login name is simon, then global address book should be
called 'simon.abook' without quotes.

You have turned on $abook_global_file_writeable setting. If you want to provide
write rights only to selected users, check vlogin plugin. Maybe it allows to
override $abook_global_file_writeable setting.
