If you don't use data directory hashing, set global address book to
'admin-login-name.abook'. Then admin's personal address book becomes a
global one.

Or use plugins that allow to override SquirrelMail configuration based on
username.

Or create address book plugin with username based access rights controls.

SquirrelMail address book has five fields. If you edit address book
without SquirrelMail address book functions and make mistakes,
SquirrelMail 1.4.9-1.4.10 won't tolerate address book format violations.
Address book must have five fields separated with | symbol and max line
length must be lower than value allowed in SquirrelMail configuration. It
reduces number of checks on available address book fields.
