OK, thanks for the careful explanation.  If you want to be sending
mails through the sendmail or SMTP server on baladia.gov.kw then you
have to add the $smtpServerAddress or $sendmail_path and associated
settings to the Multilogin settings for the server.  But I think
before, you were always only sending mail through the kmun.gov.kw
server, but your domain setting (or personal preferences email
setting) was helping the messages go out with the right domain on
them.  You should try to make sure you get the domain setting right
again.

You should put the domain setting in each one.

As I mentioned already, prefs are only created on the server where SM
is installed unless you have something like an NFS mounted directory.
