The fakeroot program is useful for creating a non-privileged fakeroot
environment useful for building packages but not useful for installing
packages.  It does not actually change your root access capability in
any way.  I can't think of a way to use it in the context of having
rpm reorder package installations to satisfy unspecified dependencies.
