Next time please try to specify when you are using --relocate, I have
very different answers for --relocate than for "normal" installs.

A lsetfilecon failure is a SELinux problem due to incorrectly specified
or (more likely with --relocate) unspecified file contexts.

Disabling SELinux is the quick fix, using rpm2cpio to unpack is another
perhaps less draconian fix.

The best (and pretty difficult) fix is to write policy for the (home) directory
tree that you are trying to relocate into.
