This is a bad sign. Your modem should at least respond to an ATZ. Are you sure your modem is on ttyS0 not ttyS1. Try minicom ans see if that can find the modem. Otherwise I would forget wvdial and use kppp or redhat-config-network and modem lights. But that is not relevant.What is , is the fact that your modem is not responding.
