Since you have eliminated the monitor as the problem a replacement cable is probably the next step. However, I have used both regular VGA and BNC cables with 17" and 21" monitors and my experience is that the BNC cables only make a difference at very high resolutions (>1280x1024) and with applications that are very detail intensive, such as photo retouching in GIMP. Essentially what a good quality BNC video cable will give you is higher inherent bandwidth and less interaction between the color components. The BNC cables are a factor of 3 or 4 more expensive than regular VGA cables, so you may not get much return on your additional investment (except for CAD or high end graphics work)

Given that you have checked the video card (both seating in the AGP slot 7 loose components) and eliminated the monitor as the culprit and it worked properly before the move, the video cable is the most likely source of the problem.
