It protects the bug database from support questions, from many
NOTABUG submissions and from dozens of duplicate reports. 

It probably also increases the quality of bug reports and the
likelihood that a committed user and bug reporter comes back when a
developer needs more input. Is https://qa.mandrakesoft.com no
longer working (I could log in without problems)?

On the contrary, an open bug tracking system is a place where
frustrated users take the chance to let off steam, but don't 
support the developers with testing fixes, for instance.

Red Hat's bugzilla system is far from optimal. The number of bug
reports (regardless of whether duplicate or invalid) gives a false
impression of the quality of the distribution and Open Source
Software in general. In addition, ancient bug reports that are still
unassigned and flagged "NEW" don't look good either.
