You mean an already existing Microsoft infrastructure.
In that phrasing, yes.  But in a more global sense

  2. What's the installed base for CIPE?  Quite small still, I believe.
      So there are unlikely to be ISP/companies/whatever that already
     have servers set up ready to accept CIPE connections...
