      PMFJI, I haven't read all the messages under this header, so I don't 
know why host files are being discussed in the context of Samba, but to 
clarify:

      hosts  -- is used for DNS name resolution
      lmhosts -- is used for Netbios name resolution

and Windows does not have to be restarted.
