This is incorrect. Image resolution is defined by pixels. Output resolution is determined by pixels per inch. Images have no concept of "inches," they are exactly the same number of pixels no matter what the resolution is set to. When you lay the pixels down on paper, which has a dimension with "inches" in it, then dpi is meaningful.
