well Tony, you've chosen to enlarge the shorter side to 8 " from 6.67" so
that's an increase of approximately 20%, so since you have 'constrain
proportions' selected in your resize dialogue box, the 10" side will also
increase 20% to 12"

the only way to get an 8x10 is to either crop to the appropriate proportions
first (a ratio of 4:5) then resize, or resize without constraining the
proportion, but this will distort the image
