I used to mix running hot water with running cold water.  Use the
thermometer until the temperature becomes stable in both the hot and cold
then adjust the rates until running water is at the desired temperature.

OK for 5 minutes or so in my location, but I did wash film for ten minutes
using this contraption made out of hosepipe connections for the garden!
