It's mostly userspace, yes, but there's a tiny part that's still in the
kernel.  The kernel part just hooks into the same vt and keyboard
notifiers that Speakup uses, and forwards most of the real work to
userspace.  So if CONFIG_VT goes away, Jupiter will have the same
problem that Speakup will have.
