I found I had to specify all of the parameters within the nexthop option. There's a device, a nexthop address and one more thing I can't remember. It seemed really odd to me to that I had to give it all the info, but, there you are.
From the ip-cref.ps file, p25:
nexthop NEXTHOP
| nexthop of multipath route. NEXTHOP is complex value with its own syntax
similar to one of top level argument list:
{ via ADDRESS is nexthop router.
{ dev NAME is output device.
{ weight NUMBER is weight of this element of multipath route re its
relative bandwidth or quality.
