Didn't change anything.
Also the article said the code for Germany is "DE", while "GERMANY"
appears as an example on the file /etc/default/sl-modem-daemon, so I'm
not sure of how much it applies to my case.

I see an ISO-3166 code, not a hex code as is mentioned on
http://linmodems.technion.ac.il/post-install.html and
http://www.modem-help.co.uk/old/help/country.html. Also the codes for
e.g. China or Germany are differ from page to page so I'm still not
sure of which one I should use. And finally the instructions to find
said code given on http://www.modem-help.co.uk/old/help/country.html
do not work on my Windows install.

I see two items 12, none of those says "Driver installed".
