I am sure I have downloaded the correct packages and when i download

agrsm-11c11040_20091225_i386.deb
I get this

Though I lack the modem hardware, this modules loading was successful
on my System, also under a 2.6.31-17-generic bootup:

Try opening a terminal and type
$ which wvdial

If it returns nothing, then wvdial is not installed correctly?  But if
you can open Gnome-ppp and it reports that there is no modem port,
something is not loading correctly.

Try that and report back.

Before using gnome-ppp try using wvdial.  When successful loading of
agrsm drivers with
$ sudo modprobe agrmodem
$ sudo modprobe agrserial
$ sudo wvdialconf /etc/wvdial.conf

and check to see if it finds modem port? The link /dev/modem -->
/dev/ttyAGR3 should have been created via the agrsm-tools package that
you have installed.

Let us know if wvdialconf finds the modem.

 The PCI slot 00:1b.0 of the modem card may be disabled early in
 a bootup process,  but then enabled later. If modem drivers load
