When successful loading of agrsm drivers with $ sudo modprobe agrmodem $ sudo modprobe agrserial $ sudo wvdialconf /etc/wvdial.conf and check to see if it finds modem port? The link /dev/modem --> /dev/ttyAGR3 should have been created via the agrsm-tools package that you have installed. Let us know if wvdialconf finds the modem.
