Read the Modem/DOCs/Pctel.txt , particularly including
All three drivers are co-loaded under Ubuntu related distros by:
$ sudo modprobe pctel
  or other distros by:
$ su root
# modprobe pctel

Driver loading can be checked by:
$ lsmod | grep pct
pctel                  20132  0
pctel_hw             1119332  1 pctel
linmodem               22688  1 pctel

and there should be dynamic co-creation of a port/node:
/dev/ttyS_PCTEL0  c 62 69
Check with:
$  ls -l /dev/ttyS_PCTEL0
------------
Unless there is a success this far, it is no use trying a dialout.

When there is a success, the next test is:
$ sudo wvdialconf
which should detect the modem.
