Amir,

 /dev/ttyS0  is not what your modem uses.
You must manually
$ sudo modprobe agrmodem
$ sudo modprobe agrserial
which should announce creation of /dev/ttyAGR3

If so follow the additional directions in the agrsm_howto.txt
