nameserver itelefonica.com.br must make your address conversion fail.
The primary purpose of the Domain Name Server is like a telephone directory: you know the name, and you need the number.
It can also work the other way: you know the number but not the name.
For any communication, the computer needs the NUMERIC address, just like your phone. Example using MY DNS to find the number of one of YOUR DNS's, and vice versa:
[localhost] /home/goldberg > host 200.204.0.138
138.0.204.200.in-addr.arpa domain name pointer resolver2.telesp.net.br.

resolver2.telesp.net.br has address 200.204.0.138

Even with the correct DNS name
nameserver resolver2.telesp.net.br
you could not surf or use other communications applications because your computer needs the numeric address of resolver2.telesp.net.br to find the numeris address of a Wed site or remote computer.

A good way to master Linux is to make use of the man command (man is short for manual).
Try for example   man resolv.conf   and   man host

8, until the end of the month (probably this week), and I will wait for your
news about Fedora 9, when you be able to deal with this distribution too.

The problem is a bad definition.
The connection should work without using /etc/resolv.conf if
/etc/wvdial.conf contains
Auto DNS = yes

UNLESS the gateway is not properly set.
Connect again and get

The local and remote IP's may change, they will probably change.
DO NOT TRY TO SURF. DO NOT STOP THE CONNECTION.
Open an other window and there give the command:
/sbin/route -n
There is a line starting with 0.0.0.0 . If the second address is not the same as the remote IP shown by wvdial then the Gateway is not properly set. Then, /sbin/ifconfig may show you more interface blocks than lo and ppp0 These would be things such as a wireless or an Ethernet connection running at the same time: you must stop them! Why? Because no program can know if you want to talk to the world with the modem or whatever. You can TRY (success not guaranteed) to add in /etc/wvdial.conf Check Def Route = yes

complains about /etc/resolv.conf. I will try your tips as soon as I arrive at
home, where I have the dial-up connection.
