This problem is very old and annoying.
Confirmed with RPM-based 2.4.x and 2.6.y systems.
Enough to become mad.
My solution: I kick the modem HSF software out as soon as I do not need it and reinstall for the duration of very infrequent sessions.

Use the search engine. When downloaded under Linux, both will install with:
$ sudo pkg -i li*.deb

get the martian-full-20071011.tar.gz
After the primary install, read the Docs and get syntax instructions from
$ martian_modem --help

But basically it is
$ sudo modprobe modprobe martian_dev
$ sudo martian_modem --country=us
should create
      /dev/ttySM0 --> /dev/pts/SomeNumber

If so open a 2nd concole of Tab on the running one and
$ sudo wvdialconf  /etc/wvdial.conf
On some systems there is a failure here, for reasons obscure.
But if successful, edit in your dialout info with
$ sudo gedit  /etc/wvdial.conf
also adding 2 lines:
# needed for /dev/pts/N ports
 Carrier Check  =  no

Then dial out with:
$ sudo wvdial
