On one of my Systems at least,
blacklisting the hsf* drivers did NOT block their loading,
as they are directly called by one of the /etc/hsf/ scripts.
The full uninstall was necessary.
You can check with:
$ lsmod | grep hsf

Because of the lack of a Subsytem in
 PCI slot       PCI ID          SubsystemID     Name
 ----------     ---------       ---------       --------------
 00:11.6        1106:3068               Communication controller: VIA
Technologies, Inc.
AC'97 Modem Controller
I expect that this is just a "hang on" the audio card and a modem is
in fact not present,
unless you have some evidence from Microsoft that it is really there.
It is the Subsystem which carries the specs on which software should
be called.

This leaves:

for which you first have to install
libc6-dev & linux-libc-dev , available at package.ubuntu.com
Use the search engine. When downloaded under Linux, both will install with:
$ sudo pkg -i li*.deb

Next from http://phep2.technion.ac.il/linmodems/packages/ltmodem/kernel-2.6/martian/
get the martian-full-20071011.tar.gz
After the primary install, read the Docs and get syntax instructions from
$ martian_modem --help

But basically it is
$ sudo modprobe modprobe martian_dev
$ sudo martian_modem --country=us
should create
      /dev/ttySM0 --> /dev/pts/SomeNumber

If so open a 2nd concole of Tab on the running one and
$ sudo wvdialconf  /etc/wvdial.conf
On some systems there is a failure here, for reasons obscure.
But if successful, edit in your dialout info with
$ sudo gedit  /etc/wvdial.conf
also adding 2 lines:
# needed for /dev/pts/N ports
 Carrier Check  =  no

Then dial out with:
$ sudo wvdial
