That version does not issue errors but it does not seem to dial when
wvdial is run. ATDT comand ends up timing out:

--> WvDial: Internet dialer version 1.56 (abuild@balli)
--> Cannot get information for serial port.
--> Initializing modem.
--> Sending: ATZ
ATZ
OK
--> Sending: ATQ0 V1 E1 S0=0 &C1 &D2 +FCLASS=0
ATQ0 V1 E1 S0=0 &C1 &D2 +FCLASS=0
OK
--> Modem initialized.
--> Idle Seconds = 300, disabling automatic reconnect.
--> Sending: ATDT30095525
--> Waiting for carrier.
ATDT30095525
--> Timed out while dialing. Trying again.
--> Sending: ATDT30095525
--> Waiting for carrier.
--> Timed out while dialing. Trying again.
--> Sending: ATDT30095525
--> Waiting for carrier.
--> Timed out while dialing. Trying again.
--> Sending: ATDT30095525
--> Waiting for carrier.
--> Timed out while dialing. Trying again.
