  No, I don't use KDE.  I use FVWM, as any one these days, right ?  ;)

  Yeah, I knew about the "without waiting" of X3, and that was the reason
I got puzzled by on/off hook controli stuff.  I think that never used it.
At least not on purpose.  I only use the X3 if neccessary, in tests or
inside some corporate telephone network where internal line tone is not
recognized.  In those places I use X3 to force modem to dial a "get
external line" code plus a small amount of wait.
