There is the referenced website in this thread about conferences, expos, etc. that suggests you don't need a VISA for those, but that's not an official website. When asked by immigration why I am there I answer something like “I am attending an IETF meeting at the Fairmont Hotel in Montreal”. That is truthful and avoids the work issue.
