It is definitely a challenge, but it has been done, just like a real meeting with 1000 people in the room frequently ends up being mostly one person or small group talking and then questions being asked by the audience, this can be accomplished virtually too. 

There was a recurring annual event;

And in Fall of 2001 because of the events of 911, Internet2 canceled its Member Meeting in San Antonio and held a Virtual Member Meeting in early October 2001.  I can't find much online regarding it any longer, but it is listed on the list of past meetings.


These are a few examples I know of, I'm sure there are others.
