I suggest using "IETF Announce mailing list" as the "publication of record". The mailing list probably has a wider readership and anyone can subscribe to it. The usage of the mailing list is also consistent with other parts of RFC 2026.

The IETF Announce list does not say anything about "pending" standards actions. The IESG minutes do.
