I understand.  I was responding only to the discussion of the fact that we couldn't find a candidate with expertise in congestion control, so we shouldn't appoint anyone.

If we absolutely need someone with that expertise on the IESG, that isn't likely to be resolved by proposals to reorganize the IESG and/or eliminate this position, either.
