the 3G-WLAN interworking scenario is similar to an enterprise user
gaining access to the enterprise via an IPsec gateway. a user who
is subscribed to a mobile operator's services uses IKEv2 with a
VPN-like gateway to access the operator's services. the mode is
different. therefore I don't think this is an alternative to PANA and
shouldn't be confused with PANA.
