I was referring to the use of Whois information to identify a point of contact.

The rest, as mentioned by Harald Alverstrand, is just policy
requirments (and bad ones) which are NOT IETF business.

The draft makes no mention of policy requirements as the reason for the change in status. The reply sent by Harald Alverstrand offers a clearer explanation for this draft.
