That is part of the rules, https://www.rfc-editor.org/rfc/rfc8713.html#name-confidentiality which means that NomCom could not list any candidates and have no feedback at all. I doubt the IETF community would support that. 8713 is a BCP, and the practices it describes are no longer current. That was my point. Take it with a grain of salt.
