[Last-Call] Re: MUST be Parental

Absent a clear consensus, I think normative language like MUST is a bad idea. SHOULD seems the more reasonable position.

This document tries to clean up decades of confusion, unify multiple statements to SMTP. I think thats a high enough goal in itself, without being the last word. If a future document has to be done to make STARTTLS a MUST, so be it, because right now from the voices of significance in this discussion I don't see anything close to a working consensus. 

I want the document to proceed more than I want it to be all-encompassing. I value the work embedded to get this far.
