RFC 8713, section 4.7 puts this as:
Liaisons are responsible for ensuring the
NomCom in general and the Chair in
particular execute their assigned duties in the
best interests of the IETF community.
Excluding the liaisons from a portion of the process makes it difficult for them to perform this duty. There may be an appetite in the community for changing this (and focusing on the liaison's role as a conduit of information), but I believe that the BCP should be changed before there is a change in practice here.
