Let me suggest that "New-comers" provide an essential resource to aid the IETF in assuring one of it's core values -- that the standards it produces can be read, understood, and implemented interoperably and securely by others now and in the future -- and not just by the members of a small insider design and authoring group. It is (or should be) the responsibility of the working group chair to manage the conversation in an IETF open meeting to manage the group, invite newcomers to ask questions and insure they get sincere and thoughtful responses.
