My view of the discussion so far from last fall and now is, that there isn't clear support to make this DCCP item. There has been some pushback against adopting this to DCCP, but doing the work in ICCRG instead, and while the other comments say this might be safe congestion-control wise, with pointing out some technical concerns, I haven't seen anyone (apart from the authors) clearly pushing to adopt this as a DCCP item. Do you think this is a fair summary?

Regarding the CCID part you mentioned, in think this would be an excellent opportunity to test the experimental DCCP CCIDs. I'm not sure if the guidelines and processes of using these CCIDs are clearly enough specified. Maybe this is something to be addressed in the user guide, which is still an open DCCP WG document we should finish (or declare it canceled).

If there are different opinions, please speak up.
