H245 tunneling problem did not relate to Setup messages.
And it showed up only in non-faststart modes.
I saw some AS boxes with IOS 12.3.10 running smoothly
with the recent gatekeeper versions.

OK, but why it does occur *only* with fast-start enabled  (with slow-start
it just works) on a 12.3 IOS?
The only reason I could figure out, is that the H225 SETUP packet with
fast-start mode is larger than the one in
slow-start mode (because of the H245 tunelling inside the H225 packet).

The tcpdump capture is taken directly from the GnuGK Linux server. As you
see, the H225 SETUP packet
arrives in order at the GnuGK side, but is sent out as malformed.  I wish to
be wrong, but IMHO it looks like
a problem with the H245 tunelling though I am using the CVS version where it
says that some incorrect handling of H245
tunelling is fixed.

I still think that the problem is with your network.
See at the "INVALID TCP CHECKSUM" and "TCP segment
lost" messages.
The Setup message looks very standard, I can confirm
that IOS 12.3.10 runs smoothly with the gatekeeper.
