I still think that the problem is with your network.
See at the "INVALID TCP CHECKSUM" and "TCP segment
lost" messages.
The Setup message looks very standard, I can confirm
that IOS 12.3.10 runs smoothly with the gatekeeper.

this time the correct Ethereal dump is attached (I missed to include the -s 0 option at tcpdump).

Looks like GnuGK resends a "faulty" SETUP message to the terminating party, if fast-start is ON. I am just suggesting, but looks like the 5350 sends some "cumbersome" User-User information element, that makes the GnuGK cutting the message.
