After doing some msgmerge on is.po I think omitting these line numbers
might be the wrong move.

msgmerge can get very confused, and mark translations fuzzy across
unrelated files, presumably that wouldn't happen if they were there. I
haven't tested it though.

CC-ing the gettext maintainer, maybe he has some insights. The gettext
manual doesn't discuss this as far as I can see.
